In order to ensure that such cases, in all their forms, do not occur again, there is a need for an ongoing and profound conversion of hearts, accompanied by concrete and effective actions that involve everyone in the Church, so that personal holiness and moral commitment may contribute to promoting the full credibility of the proclamation of the Gospel and the effectiveness of the Church’s mission. […] Therefore, it is appropriate that procedures be adopted at the universal level aimed at preventing and combating these crimes, which betray the trust of the faithful.”— Motu Proprio Vos estis lux mundi, Pope Francis, May 9, 2019In light of this Apostolic Letter and following the directives issued by the Holy See concerning the protection of minors, while recognizing the Church’s duty to ensure the safety of minors and vulnerable persons, particularly in cases of sexual abuse committed by ordained ministers, by those who exercise various forms of ministry within the Church, by members of Institutes of Consecrated Life, or by those called to serve the Christian faithful, I hereby establish the following:This is an ecclesial, interdisciplinary advisory body composed of individuals with proven professional, moral, and Christian integrity. Its purpose is to assist me in addressing allegations of sexual abuse involving clergy, members of Institutes of Consecrated Life, or members of Societies of Apostolic Life. Its work focuses on preventing and combating these crimes, strengthening safe and respectful environments for minors and vulnerable persons within pastoral relationships, and providing care, accompaniment, and follow-up to individuals, families, or specific communities entrusted to its attention.Likewise, within the territory of the Diocese of Cancún-Chetumal, this body seeks to prevent not only all forms of sexual abuse, but also related abuses of power, conscience, authority, and trust, as well as any form of concealment. It is committed to eliminating impunity in such matters and ensuring that both individuals and the allegations they bring forward are protected and treated in a manner that safeguards their security, dignity, integrity, and confidentiality.Substantiated allegations may be submitted by any affected member of the faithful, or by an ordained minister who has knowledge of, or well-founded reasons to believe, that any of the following offenses have been committed: sexual abuse, child pornography, or actions intended to interfere with civil or canonical investigations involving a member of the clergy or a religious.For this purpose, the commissioners appointed by Bishop Pedro Pablo Elizondo Cárdenas, Bishop of the Diocese of Cancún-Chetumal, are:Rev.
